1529 1/2 South A - Would you Rent Here?

The following is a true story (without malice) of my experiences dealing with Jay Flannagan (Jay Flanagan) and Alex Halasz, who own a building in Elwood, Indiana.
Here are some pictures of the state of my apartment. After you look at them, you can see why I wanted to know why my rent (and my rent alone) was raised from $100/week to $150/week.
Both Jay Flannagan (Flanagan) and the building managers - Jay and Vicki Kelich - know of the damage in my apartment. (I went a few months with a leaky roof.) These pictures don't show how the radiators don't work in my apartment most of the time, but I did plug in a space heater (which almost shorted out the whole apartment - see photo above.)
Like I said, I'm not doing this with malice, but to let people know the state of my apartment and the treatment I'm receiving from the building owners and the building manager.
This is video of me asking one of the owners why I was the only one who had their rent raised and whether he knew the shape of my apartment.

About a week before the first video above, Tom Doan, building commissioner for Elwood walked by the Elwood newsroom. The Computer Dude and I went out to talk with him. The building next door had called him because someone at 1529 1/2 South A threw a whole bunch of building materials from apartment #8 into the parking lot.
I told Mr. Doan that I'd walk around front with him but that I was afraid if I was seen with him I would be retaliated against. He said it would be ok and we walked around to the front of the building where Mr. Jay Kelich was sweeping the front sidewalk. I went inside back to my apartment.
A day or so later (about a week after being told I was one of the ones who was going to pay), I had a knock on my apartment door. Mr. Jay Kelich handed me a note (with a lot of it scribbled out) saying that due to property taxes and utilities, rent was being raised from $100/week to $150/week effective immediately.
I asked Mr. Jay Kelich whether I was the only one to have my rent raised and he said I wasn't, and that the tenant in number 7 might have to move out because she wouldn't be able to afford it either. We talked a little and I asked him to let the other tenants know I wanted to talk with them about the rent being raised when there is so much damage to the building from the roof the owners didn't fix correctly.
He left the note with me (copy to be online later) and left. I started thinking about it and realized that I might be the only one who was having their rent raised. Then I remembered Jay Kelich saying I was going to pay. Was this connected? I didn't know.
The next day I made a few calls and found out I was the only one who had gotten the notice. What I didn't understand, and still don't, is that they've put new doors on one or two of the apartments (and started sanding down the building manager's apartment for hardwood floors), but my roof was still bare, metal still sticking out of my sockets, the walls still falling down, etc.
A day or so after receiving the notice, I happened on Jay Flannagan (Flanagan) in the hallway. Being an intrepid reporter, I grabbed my video camera and went out to ask him some questions. As you can see by the video above, his answer somewhat changes when he realizes he's being filmed.
Like I said, I'm not doing this out of malice, but to let the citizens of East Central Indiana know how this building is currently being run.

Thank you for exposing these people for what they really are. I hope there is something that can be done to stop them. Their behavior is ridiculous... not to mention RUDE and DISGUSTING.

Full of drugs anyways
That apartment building is full of drugs anyways, so I wouldn't want anything to do with it! The best thing to happen to that entire block was Emerito's Pizza moving in! I think the owners and managers need to get out of the apartment business because they obviously don't know how to treat people or run a business. Good job exposing these people, and I hope you can find a place that's a lot better to rent! Still can't believe they were wanting $600 a month for that dump! There are much better places around for that cost!

Sounds like these new owners are not being kind to the people of elwood. It is one thing to have a business and make money BUT another thing to take advanage of citizens of elwood who are on low income and need affordable housing.I think these people are rude and taking advantage of our society.Living off the backs of the least who can afford it.Beware of people from Californa who buy our property and and suck our money from Elwood and live in lugury in Californa.It sounds like SLUM LORDS who are investing in Elwood.BEWARE........I would not rent from them would YOU???????????????? NOT ME or myfamily or friends......

I know someone who lives in those apartments as well and I have been there and seen what it looks like. I understand they are cheap and affordable for low income families but is the affordability worth the risk of putting yourself or members of your family at risk for injury?
As for the building managers and owner, they can get into some serious trouble for not keeping their residences up to code with the city or county. I would definitly be turning to the authorities. I have heard of renters suing their property owners because the living conditions were close to being uninhabital.
The person above is correct. There ARE a lot of drugs up there and I have witnessed pot smoking there. As I was walking by the first apartment up the stairs one day, I witnessed a girl and guy smoking it. Not to mention a child was in the room with them at the time. I sincerely love Elwood and would love it even more when the drug situation is cleaned up.

That was my first thought! Child endagerment laws should have been put in force here. That child didn't & doesn't deserve to be put in a situation like this!!!!!!

I was afraid too. As my sister knew the people in that apartment and I didnt want anything to happen to her. I was more worried about the outcome of doing that and knowing what could happen. I know I should have and I guess I was being a chicken. Everyone knows who lives that apartment and their names are listed in this blog.

You need to stop being a victim and deal with this before it is too late and you cant do any thing about it. Contact Baul Baylor he has a little law firm in Anderson next to the new police department. he loves cases like this one. I took my lanlord to court for less than this and I got every dime back. Your building is unsafe and needs to be closed down until all the repairs are made. It's funny how in little Elwood trash like them think they are above the law.

I hope you will contact the above mentioned lawyer...DO NOT GIVE IN!! These guys need to be stopped.
They succeeded in running Emerito's off too. They should have been thankful to have a nice business renting part of their building, but instead they were giving the owners of Emerito's a rough way to go. It wasn't worth the hassle, now they are closed.
We need people like to you inform us, keep up the good work!

No they will not reopen. They sold their equipment but some other Pizza Place is going to open. Not sure of the name yet but I'll keep you informed.

This is just awesome. Take em down! That place isn't fit for dogs to live in. I wouldn't pay $50 a week to live in that dump.

someone has one up there now. heard it when i was moving out wednesday...
in any case, it's good to be out of there. I praise the Lord he kept me safe when I was there.

1529 update
They have been cited by Tom Doan, Building Commissioner for Elwood. I'll have a list of all the citations later in the week.
Still in Elwood for the moment, but will be heading to Anderson soon.
