PLANNING COMMISSION MEETING
MINUTES for May 21, 2007
Attendance: Debbie Brown, Dan Nance, Dave Roby, Bill Savage, and Planning Director Tom Doan.
Absent: Pat Rice, Ward Sherman, Dean Worsley, and City Attorney Tom Beeman
Approval of past minutes: Mr. Roby motions to accept minutes from April 16, 2007 as written, Mr. Savage seconds, and all agree.
Old Business: Mr. Roby asks about the Don Starr building. Mr. Doan states that Mr. Starr has complied with some of the immediate problems such as the wiring, pole in back, and the trash. He has yet to comply with the major safety issues. Mr. Roby asks if Mr. Starr was supposed to present a forensic report. Mr. Doan replies that he was. Ms. Brown asks if there was a deadline. Mr. Doan states that the board allowed him 90 days to fix the issues, which should be prior to the next meeting. Ms. Brown asks the board if they want Mr. Starr to appear at the next planning meeting. Mr. Doan thinks the board should have Mr. Beeman send him a letter. They discuss the barricades that were supposed to be out front of the building. Mr. Nance feels that it is possible that they blew in to the creek. Mr. Roby feels that it is Mr. Starr responsibility to secure them. They discuss the condition of the building. Mr. Savage makes motion to have Mr. Beeman send Mr. Starr a letter to appear at the next planning meeting, Mr. Roby seconds, and all agree.
New Business: JC Wright- 1309 N. D St. He is interested in placing no parking signs between North D Street and 13th and 14th St. He would also like to discuss no truck traffic on North D and 12th St. Mr. Wright approaches the board. He states that his wife’s grandmother is having problems leaving her home because of the parking issues in this area. The road is very narrow and at times she cannot get out because she cannot open her gate. Mr. Wright has brought pictures and states that there is off street parking available. Mr. Roby questions the fence on his wife’s grandmother’s property. He wants to know if it is encroaching on city right away. They discuss the measurements of the street vehicles as well as the width of the streets. Mr. Wright states that at times you cannot get an ambulance or fire truck down the street. He wants no parking signs placed on the east and west side of the alley. Mr. Nance questions if everybody has off street parking available. Mr. Wright states that the mailman has to walk around the vehicles to do his job. Mr. Roby continues to question the location of the fence. Mr. Doan leaves to check the easement on a plat map. They discuss. There is currently no parking on the north side of the street. Mr. Roby wants to make Mr. Wright aware that the planning board can only make a recommendation to the council to do this. Mr. Nance questions the hardship this will put on people in the winter. Mr. Wright would also like no truck traffic on North D and east of 12th Street. They discuss the truck traffic problems in that area. Mr. Doan returns and states that it does not show any easement on that street. Mr. Wright responds that when he lived there he had it surveyed and the stake was not far from the road then. Mr. Doan states that the other roads in the area do have a 20 foot easement. Mr. Savage asks how wide the street is. Mr. Doan states that from east to west is 16ft. 3in. to 18ft. 5in. The other roads surrounding there are 26ft. to 33ft. Mr. Wright states that at one time there was a no parking sign in front of Mr. Parker’s home. They discuss. Mr. Roby makes motion to place no truck traffic signs on North D and 12th Street. Mr. Doan asks if it will help if the street department marks where they cannot park. They discuss possible solutions. Mr. Roby motions for Mr. Doan to see about getting yellow safety paint in front of the gate at 1309 North D Street for safety purposes,
Mr. Nance seconds, and all agree. Mr. Roby warns Mr. Wright that if people continue to park there it will be her responsibility to contact the police department.
Adjournment: Mr. Nance makes motion to adjourn, Mr. Roby seconds, and all agree.
