Is this true?

I am unclear as to how the yards get mowed on the abandoned, foreclosed homes, but I was recently told that the City workers arent going to do it anymore and then bill the property owner. This is really going to make Elwood look terrible. I am not complaining, if that is what the City has chose to do, then so be it. With gas prices and the decline in the city budget, I can't say they are wrong. What I am wondering is, whos going to make the property owner mow their yard and make them look decent? Have you noticed how many there are just on Main Street alone? Our neighbors yard was VERY HIGH and it didnt look like they had any intentions of mowing it, so my husband took it upon himself and mowed his yard. Now we arent going to do it everytime, but I got tired of looking at it. The landlord must have got a clue because it has been mowed every week since. Has anyone else heard this? Does anyone know what the proper procedures are?
I dont want to start this forum and have the mayor, the Police dept or the Bldg Commissioner scrutinized!! I am sure they arent liking the way Elwood looks either, if they didnt care about Elwood, they wouldnt be here trying to do their job!!! I am sure they could go elsewhere to other counties and make alot more money than they do here!!!!
What can we do as citizens to clear this problem up, or at least get it to a minimum!!??
Thoughts???

Yards
Where we used to live we had 2 abandoned houses by us, we had called the mayor out one day because the lady that owned them would not mow them, and when we would see her there and ask her to mow them she would get nasty with us, they were full of fleas and mosquitos and we could not stand it! I was sick of mowing it for her. This was about 2 years ago and he stated then that the grass had to be 12 inches high before they could go after th property owners, or the banks that hold the property. I am not sure that the city employees ever were responsible for mowing them, they would contact the people that owned them or something. We called the mayors office from then on every time it got above that limit and sure enough in the week to follow the yard was mowed.
Mowing yards
I have a father-in-law that is retired and has been mowing yards for extra income. If the mayor wants these yards mowed, or anyone else for that matter, he would do it at a very reasonable price.

Yards
I have seen the street department out mowing empty lots still. But you would not believe how many of them it takes to pick up yard waste that is set out by the curbs every day. I know that people like to say that city workers dont work but believe me they do a lot more than they get credit for. But there are a few that could use a jump start or a doctors release and get that --- back to work.

Mowing
I had a problem with the yard next door to me not getting mowed and I called the mayors office and they gave me a number to call and she told me they first had to find out who owned it, then contact that person by mail and then they had so many days to respond or mow it and if they didn't they would be taken to court. She did say if it had been abandoned it would be put on a list for the city but no telling when it would be done because they were very busy. I really don't know what they did,if anything, but it got done within a week and they haven't let it get bad again since. If they did find the person you might give it a try, I don't have the number anymore but just call the mayors office and you can get it.
We have an empty house next
We have an empty house next door to us and we just mow the lawn when it starts getting to high.
